Collin Sullivan ’19, M.P.P. ’21 (he/him/his) is the inaugural Program Director for Digital Credential Innovation at the University of Maryland, Baltimore County (UMBC). In this role, Collin collaborates with faculty, staff, external campus partners, and learners to develop high-quality microcredentials based on courses, programs, and activities that provide authentic learning experiences and promote lifelong learning and engagement. His work spans microcredential design and governance, digital badging infrastructure, instructional design, assessment, policy, and data. His focus is on work-integrated learning, extracurricular, and service-learning experiences, enabling learners to acquire meaningful competencies beyond traditional transcripts. Collin also contributes to the field’s emerging infrastructure through his work on the 1EdTech Trusted Credential framework and was recognized as a 1EdTech Leader in 2023.
Prior to his role in digital credentialing, Collin was part of the Division of Information Technology’s Instructional Technology office at UMBC, where he supported various learning technologies and online teaching and learning initiatives. As an administrator for the institution’s learning management system, he implemented alternative assessment methods and facilitated the transition to a digital audience response system.
Collin’s instructional experience includes teaching online, hybrid, and face-to-face courses for first-year and upper-division undergraduate students within the Division of Undergraduate Academic Affairs and the College of Engineering and Information Technology. He currently teaches a first-year seminar course on artificial intelligence.
His research interests include civic education, citizenship, adult learning and andragogy, competency-based education, microcredentials, online teaching and learning, AI-enhanced pedagogy, and higher education policy. His work has appeared in edtech publications and peer-reviewed journals, and he is currently pursuing a doctoral degree at the University of Maryland, College Park, in teaching and learning, policy and leadership, with a focus on technology, learning, and leadership.
Collin earned his Master of Public Policy with a specialization in higher education, a Bachelor of Science in Information Systems, and a Bachelor of Arts in Economics from UMBC.
